Qualifications:
Keith brings over thirty years of executive level management experience in government and business to the Public Policy Institute. In addition to serving as the Deputy Commissioner of Social Services for the State of South Dakota, Keith has served as President & Chief Executive Officer for a large manufacturing company, Administrative Director of offshore operations for a large semiconductor corporation and Chief Operating Officer for several large West Coast law firms. Keith continues to work with law firms interested in establishing operational strategic plans for growth and stability. Keith is the recipient of Science Management Corporation’s (WoFac) prestigious Joseph P. Quick award for Excellence in Management.
Daniel Gluck
Research Fellow
Education:
Daniel holds a M.A. in Social Science (Leadership Studies) from Azusa Pacific University and is an ABD candidate in the Ph.D Organizational Leadership program at Eastern University in St. Davids, PA.
Expertise:
Daniel has served in higher education leadership for 15 years, and is currently the Director of Campus Ministries at WIlliam Jessup University. Daniel ahs developed student leaddership programs, pioneered international mission programs and disciple students. Having traveled to Kenya as a college student, his passion lies in international development and reconciliation. Through the years, Daniel has dedicated himself to researching methods of reconciliation and is furthering his knowledge through an in-country assessment of reconciliation methods churches can use in Western Kenya.
Joshua Charles
Research Fellow

Education:
Joshua graduated Magna cum laude from the University of Kansas with a Bachelors of Music in Piano Performance. He is a nationally, and internationally recognized pianist.
Expertise:
Joshua is a nationally acclaimed author whose recent book, The Original Argument: The Federalists' Case for the Constitution Adapted for the 21st Century, in collaboration with Glenn Beck, became New York Times #1 best seller. In the Original Argument he translated the Federalist Papers into modern language for the 21st century in hopes of inspiring today's individuals to understand and want to read more of the original texts. He now is doing intensive research on what our historic champions of freedom wrote about the founding principles that birthed our nation. He is conducting this project through researching their letters, speeches, diaries, newspapers, editorials, and other materials to find key themes of significance. All of these themes will be archived into groups or topics in order to have a clearinghouse of information on our founding principles.

Tom Carroll, M.S.

Education
Tom holds a Bachelors of Arts in Philosophy from the University of Southern California, and a Master’s of Science in Business/Accounting from California State University-Chico.
Expertise
Tom is a former officer in the Clandestine Service of the Central Intelligence Agency (CIA). He spent years under cover in the Middle East and is a specialist in Islam and Middle Eastern affairs, with expertise in espionage, counter intelligence and counter terrorism. He is a widely published writer on foreign policy and intelligence, a former adjunct faculty member at California State University, Sacramento's School of Government, and a frequent public speaker. His experiences allow him to serve as a Senior Fellow at the Public Policy Institute, concentrating on the relationship between Islam and Christianity, as well as a range of intelligence and foreign policy issues. Tom is serving as a Senior Fellow during fall semester 2011.
Merle Switzer, D.S.L.

Education
Merle holds a Bachelor of Arts and Master of Arts in Criminal Justice, a Master’s of Public Administration, and a Doctor of Strategic Leadership from Regent University.
Expertise
Merle is an expert on leadership and management and has had a range of experience in the public and private sector. He has nearly 30 year of experience serving in Law Enforcement, including 6 years as Captain and Training, Planning and Research Divisions Commander. Merle has also developed a broad consulting business providing leadership and management training and evaluation to corrections programs, law enforcement, the Dept. of Transportation, and Community Colleges. He conducts POST team building workshops, organizational assessments, and strategic planning services. Merle is an exceptional resource to the Public Policy Institute as it conducts leadership training. At the Institute, he will be completing a book on leadership focusing on Christians in the marketplace. Merle is serving as a Senior Fellow during fall semester 2011.
Randall Margo, Ph.D.

Education
Randall holds a Bachelors of Arts degree from UC Berkeley, a Masters of Public Administration from California State University-Hayward, and a Ph.D. from Golden Gate University.
Expertise
Randall has had a range of administrative and executive experiences for local and state government including serving as Yuba County’s Assistant Administrator and Yolo County’s Principle Administrative Analyst. He has been the principal partner of a Community Development Association and Executive Director of a tax research institute. Randall has also served as a senior management consultant for a major accounting firm and supervising auditor for Kansas City and San Francisco. He has taught and written widely on topics of public administration and regulatory policy. He is particularly interested in developing a journal on regulatory policy that can serve as a resource to local and state government. Randall will be instrumental in assisting the Public Policy Institute in developing its own journal that will include a range of policy topics including regulatory policy. Randall will serve as a Senior Fellow during spring semester 2012.
Wade Teasdale, M.A.
Education
Wade holds a Bachelor of Arts in Government and Journalism as well as a Masters of Arts in Communications from California State University-Sacramento.
Expertise
Wade has a distinguished record in both the US military and in California politics. He currently serves as the Senior Policy Analyst for the Republican Caucus at the California State Senate. He previously served as Chief of Staff for State Senator Bill Borrow and prior to that for John Lewis. He has also served as Senior Consultant for State Senator Ken Maddy and previously as District Director for Congressman John Doolittle. He is an expert in policy analysis and legislative process and specializes in communications and energy policy. In addition to his political experience, Wade has over 30 years of service as a military intelligence officer with the US Army. Since 2008, Wade has served as an adjunct faculty member for the Public Policy Department, teaching Political Research & Policy Analysis and the Legislative Process courses. Wade will bring his range of experience to guiding the development of the Public Policy Institute’s policy analysis work and providing editorial support for the Institute’s upcoming journal. Wade will serve as a Senior Fellow during spring semester 2012.
